*As the Colonial Secretary has said in the

minutes already referred to, there is no evidence, so far

as I am aware, that foreign Consuls do obtain more satis-

faction than British Consuls in these cases, and it

appears to me to be a matter of regret that the statement

of the Official Receiver was given such prominence in this

official correspondence before some attempt was made

to ascertain how far it was founded on fuct".

The Chief Justice now deliberately repoats this

charge against the British Consular officials in Canton,

and he states that the necessary evidence is supplied by

the recent "Reuter Brockelmann case".

I shall endeavour to show that the loarned Judgos

choice of this case in support of his argument is a

singularly unfortunate one, but, before going any further,

I desire to say, with all due deference to His Honour's

opinion, that in this matter he is entirely mistaken.
